National governments appoint a Contracting Party to represent it on the Executive Committee (ExCo). The Contracting Party can be a government ministry or agency, a research institute or university, an industry association or even a private company.

Membership is by invitation and payment of an annual subscription fee.

The diverse backgrounds of the OES ExCo ensure that all points of view can be represented at meetings – from central governments to ocean energy project developers. Working collaboratively, the ExCo achieve more through pooled capital, resources and efforts. There is a natural transfer of current experience and knowledge on ocean energy issues, whether it is R&D topics, policy initiatives or device developments.
